The Distribution System Design activities will include phasing <br />options, which will consider initial service areas of greatest density or need, in relation to <br />groundwater quality and quantity. <br />Method/Procedure <br />Deliverable <br />The final deliverable will be the Master Plan Report that will describe the final pipeline <br />design and hydraulic model, maps of proposed pipeline routes, applicable program <br />printouts and summaries, as well as a hydraulic grade line of the system. Prior to the <br />final report, preliminary pipeline plans will be developed for review and comment by the <br />Board, other entities, and the public. <br />TASK 2 — Water Supply Alternatives Evaluation <br />Description of Task <br />The Water Supply Alternatives Evaluation will consider the approximately seven <br />potential locations for raw water and treatment plants which could be developed <br />individually or in combinations that area phased over time. The alternative evaluation <br />will be an iterative process where alternatives are formulated and evaluated, gradually <br />sorting out the best altemative(s). The evaluations will include water quantity and <br />quality, water rights, raw water cost, legal and institutional issues, diversion structures, <br />connection to the distribution system, treatment requirements, rights -of -way, pumping <br />costs, partnering opportunities, cost estimates (from Task 3), and any other criteria useful <br />in selecting the best water source(s). The Evaluation will also include development of <br />water demand scenarios through approximately 2060 based on high and low growth and <br />water usage. <br />Method/Procedure <br />Deliverable <br />The final deliverable will be the Master Plan Report that will describe the alternative <br />evaluation process and the alternatives considered. Prior to the final report, interim <br />reports will be prepared describing each iteration of alternatives for use by the Board in <br />communicating with and receiving input from the public. <br />TASK 3 — Cost Estimates <br />Description of Task <br />Cost estimates will be required for Tasks 1, 2, and S. This task will involve collection of <br />cost estimating information for use in preparing estimates as needed in the Master Plan <br />process. The information will include costs for pipelines, treatment plants, pumps, <br />electrical power, water tanks, rights -of -way where needed, and other facilities. The costs <br />will be at an appraisal level with large percentages for contingencies, unlisted items, and <br />2 <br />
