0 • <br />Scope of Work <br />WATER ACTIVITY NAME — La Plata Archuleta Water District — Master Plan <br />GRANT RECIPIENT — La Plata Archuleta Water District <br />FUNDING SOURCE — Water Supply Reserve Account, Southwest Basin <br />INTRODUCTION AND BACKGROUND <br />The La Plata Archuleta Water District (District) is a special district organized pursuant to <br />Article 1 of Title 32, Colorado Revised Statutes. The District was formed by a majority vote <br />in an election held August 12, 2008. Five Board members were also elected on August 12 <br />and have been seated. <br />The District has been formed to finance, construct, operate and maintain a public water <br />distribution system in the southeast portion of La Plata County. The Project is the <br />preparation of a Master Plan, or Preliminary Engineering Report, for adoption by the <br />District's Board of Directors establishing its plans for the construction of a water <br />treatment plant and water distribution system to provide reliable and safe potable public <br />water and fire protection facilities. <br />The Southwest Basin Roundtable approved a $100,000 grant from Basin Funds for the <br />development of a Master Plan which was subsequently approved by the CWCB Board. <br />This is the scope of work for the grant. The District is an "Identified Project and <br />Process" in SWSL <br />OBJECTIVES <br />The project objectives include analysis of the water supply alternatives, hydraulic design <br />of the distribution system, generation of costs estimates, public outreach and input, <br />District Board selection of the preferred development plan and production of a Master <br />Plan or Preliminary Engineering Report. Please see the Tasks below for better <br />description of these objectives. <br />TASKS <br />Provide a detailed description of each task using the following format <br />TASK 1 — Distribution System Preliminary Design <br />Description of Task <br />The water distribution system will include approximately 200 miles of pipelines <br />throughout the District, which will be developed in phases as funds are available. This <br />task will develop an overall preliminary design for the distributions system. The <br />Distribution System Design will include hydraulic analysis of pipeline sizes and routes to <br />include fire flow and fire hydrant placement, assessment of pipeline ROW issues, <br />determination of storage tank locations and investigation of temporary or permanent <br />
