<br />- 3- <br /> <br />date we have lost a year on the project due to contractor issues and we apologize. Our new <br />general contractors are the Corps of Engineers and Tetra Tech and Simons and Associates are <br />no longer a part of this project. During 2002 the CWCB and Brown and Caldwell completed <br />Storage Use patterns Investigation Study. There was discussion of extending the study results <br />from 1991 to 2001 by Brown and Caldwell. Denver Water didn't think these additional years <br />would change operating scenarios very much. For the Recreation Mitigation Study there <br />were six interested consultants and a committee picked EDA W. It was determined that they <br />had the best reservoir and landscape architecture experience regarding federal water projects. <br />. Rick Miner - There are the same number of study alternatives and proposed acre- feet of <br />reallocated storage from the original scope of work. The Corps is doing reservoir modeling in <br />house and have pulled any and all available funds to get models running. Tetra Tech will do <br />everything accept the hydro modeling, Foster Wheeler was the sub before and previous work <br />was good. They will be going to write the feasibility study (meeting handout and minutes <br />attachment) <br />. John Hendricks - Are there things that will kill the study? We need ballpark costs to help <br />sort out who can and can't pay for the new storage space <br />. Rick Miner - We will be doing Impact analysis reports in the future that will help but we <br />can't speculate on the costs that may kill the project <br />. There was a newspaper article stating that the cost is $15,000/ AF. Larry Lang clarified that <br />he stated it would be between $5-15,000/AF but we don't know. That is not what was <br />printed by the press. <br />. Rick Miner - The real cost of Chatfield space today will consider the original project acre <br />foot cost + cost of facilities + environmental mitigation <br />. Larry Lang - There are 72 tasks that must be completed for federal interests then we will <br />have our cost answer. There are II major items and 72 subtasks under those I I. The 1999 <br />original contract the scope of work is not on the website yet but CWCB will post it if <br />requested. <br />. Rick Miner - Tetra Tech will take model runs and looking at flood damages, etc. By 2005 we <br />will hme a clear picture of costs and impacts. In 2006 we will be completing and publishing <br />the final report. In the fall 2003 we will start discussions with the U.S. Fish and Wildlife <br />Service regarding Section 7 consultation. Then when the reallocation study is completed <br />normally we would have to go back to Congress. The study sponsors were smart and in 1986 <br />they already received the authorization to reallocate the space. We don't have to go back to <br />Congress. The costs estimate is now at $3.1 million for completion with a 50/50 federal and <br />non-federal cost share. We have extended the study areas and added seismic analysis and <br />independent technical review. The Corps has spent a $ 1.5 million so far and billed all the <br />state money but $85,000. The state received a $500,000 credit for in-kind work from CWCB <br />and Denver Water and others. The Corps has a 50/50 cost share requirement for the project. <br />We can accommodate this storage without a flood safety problem and will not create a <br />greater risk or safety hazard downstream. We will need to have more spills to do this and we <br />will get more into this later. However we still don't have good information on downstream <br />damages so we need a detailed reservoir analysis. <br />. Larry Lang - Was asked about the determination of space available? He stated that the Corps <br />did a 1995 preliminary hydraulic analysis study and he looked at it again in October 2002. <br />There are no releases out of Chatfield for 10 days after the flood. Presently the Corps starts <br />with 500 c.f.s. release on the 10th day. We can modify the reservoir operation and make <br />other changes to obtain the 20,600 AF storage space. <br /> <br />Flood Protection. Water Project Planning and Finance.
