Gimbel <br />C CWCB Director <br />FROM: Kevin Reidy, OWCDP Water Conservation Specialist Dan McAuliffe <br />Veva Deheza, Section Chief CWCB Deputy Director <br />Office of Water Conservation & Drought Planning ( OWCDP) <br />DATE: December 11, 2009 <br />SUBJECT: Water Efficiency Grant Fund Recommendation for the Pagosa Area Water & <br />Sanitation District <br />Summary of Grant Application <br />The Office of Water Conservation & Drought Planning ( OWCDP) received a Water Efficiency <br />Grant application from the Pagosa Area Water and Sanitation District ( PAWSD), a covered <br />entity in Pagosa Springs, CO. The PAWSD is requesting $48,700 to conduct a system -wide <br />commercial water audit program and implement, as needed, the findings of the audit. <br />The commercial water audit program has been identified as a high priority in the PAWSD Water <br />Conservation Plan, which was approved by the CWCB. Commercial sector water conservation <br />through fixture retrofits, changes to outdoor irrigation practices and business -owner education is <br />very important to a tourism based economy. A successful ip lot commercial audit program was <br />completed in December 2008, and demonstrated the need for a system -wide program. <br />The PAWSD has pledged 31 % matching funds in the form of cash and in -kind services. The <br />OWCDP staff has reviewed and evaluated the grant application and has determined that the <br />proposal meets or exceeds the CWCB guidelines for reviewing grant proposals. Attached is the <br />internal checklist used to evaluate the application. <br />Recommendation <br />The OWCDP staff recommends that Jennifer Gimbel, Director of the CWCB authorize a Water <br />Efficiency Grant in the amount of $48,700 to PAWSD to carry out the commercial water audit <br />program. <br />Attachment: Evaluation Checklist <br />Water Supply Protection • Watershed Protection & Flood Mitigation • Stream & Lake Protection • Water Supply Planning & Finance <br />Water Conservation & Drought Planning • Intrastate Water Management & Development <br />
