aspects as location and size of transfer relative to affected communities; period of time over <br />which water is transferred; time and point of diversion; means of conveyance and storage; <br />and in the case of leases, length of lease and frequency of transfer. <br />Methods and Procedures: Members of the committee will meet in facilitated session(s) with <br />advisors (specifically chosen for their knowledge of these issues in the Arkansas basin) to <br />gain an understanding of the issues and their possible mitigation. Securing advisors and <br />providing them background and specific questions for consideration to assist in their <br />contribution to the committee will be responsibility of the committee's facilitator. <br />Deliverable: An initial summary will be drafted by the committee's facilitator, subject to <br />review, revision, and approval of committee members and outside advisors. The document <br />will be reviewed at the close of the project to include additional information which has been <br />gained during the course of the project. The final report of the committee will include this <br />document. In addition, the committee's Water Transfer Guidelines template will be further <br />developed and revised from information and insights gained during this task. <br />TASK 7.0: Presentation of Findings/Collecting Feedback and Input/Finalizing Guidelines <br />to be Used by Policy Makers and Transferring Agents <br />• Purpose: Collect feedback and input from the Arkansas Basin Roundtable on the findings of <br />the committee and incorporate into a revision of the findings for distribution and presentation <br />to others for the purpose of influencing actions by policy makers and transferring agents. <br />• Methods and Procedures: <br />o The committee's facilitator will produce a compilation of the committee's work <br />including its Water Transfer Guidelines template and summaries of its sessions with <br />advisors specific to particular concerns and issues. <br />o The committee will review and revise this compilation in facilitated discussion and <br />via individual(y produced comments to be subsequently incorporated by the <br />committee's facilitator. <br />o Presentation to the Arkansas Basin Roundtable will be made by committee <br />members, with roundtable discussion facilitated by the committee's facilitator. Input <br />from the roundtable will be incorporated and final writing accomplished by the <br />committee's facilitator, subject to final approval of the committee. <br />• Deliverables: The committee will subsequently present its findings to others as directed by <br />the roundtable. <br />• Deliverables: The committee's findings will be presented in draft and final form throughout <br />this task in the form of a written report. <br />• Deliverables: Though neither the committee nor the roundtable has the power to enforce <br />any of its recommendations, it is the committee's intent that its findings will be widely <br />publicized and d iscussed/de bated among stakeholders, policy makers, and transferring <br />parties. A subsequent project may be undertaken by the committee to identify and seek <br />funding for potential pilot project(s.) <br />The committee has been asked to put the project in the context of basin needs. SWSI has <br />shown that it is widely anticipated that urban water needs in the basin will be filled via transfers <br />of water from agriculture. It is hoped that this project will show some means by which agriculture <br />and urban players can better cooperate to meet mutual needs to fill this gap, so that as water is <br />transferred through private transactions from agriculture to urban uses it can be done without <br />creating hardship and unintended impacts. <br />-3-
