documents and scenario development for the current expectations as well as for future
developments.
These tasks and deliverables will provide valuable information in the form of financial analysis
that can be used to verify the Conduit project budget. The information will also be utilized by
the District and participants to better understand the costs and relationships between various
elements of the Conduit and its operation.
Task Group 500 - Perform N'ater Sunnrv Evaluations
The purpose of these tasks is to identify and evaluate alternatives for firming up the supply to be
delivered through the Conduit including the possibility of providing additional raw water that
may be necessary to meet the future needs of the Conduit Participants. Further evaluation and
assessment of the Participant's water needs will be conducted to identify ways to minimize
possible future shortfalls. T'his evaluation will focus on Project water and its implications and
integration with participant's existing water supplies.
Specific tasks include:
Task 501- Coordinate Investigations with Stakeholders
Investigations will require further coordination with the State Engineer's Office concerning
operations, river administration, and compact compliance. Additionally, coordination with
SECWCD regarding operations, allocation of supplies, administration, and operational
agreements between the various entities will be necessary. Further coordination with an as yet to
be determined operating entity of the project will be necessary as the Conduit project moves
forward.
Task 502 - Investigate Use of Existing Supplies and Refinement of River Operations
Perform investigations relating to use of existing supplies, either directly or by exchange to
Pueblo Reservoir in conjunction with SECWCD rules and policies. Further evaluation and
analysis of the basin's water availability including evaluation of new, or enlargement of, storage
facilities, is needed to complete further refinement of the Participant's needs. Additionally,
development and refinement of river operations modeling may be necessary to assist in
maximizing the yield from current and future operations.
Task 503 - Analyze the Timing and Amount of the Arkansas River Exchange Potential
Analyze the timing and amount of the exchange potential that may be available on the Arkansas
River to allow an exchange to Pueblo Reservoir. Exchanges will be an important piece to
maximize storage in Pueblo Reservoir for delivery of water through the Conduit.
Task 504 - Provide Initial Alternative Field Investigations
Field investigations consist of map reconnaissance, site visits, and review of existing reports and
mapping. Verification of participants facilities and operations will greatly assist the other
aspects of the project including; water supply, operations of the river, blending of water sources,
treatment needs, and possible environmental effects.
6
