Specific tasks include: <br />Task 301- Identify and Prioritize Scoping Tasks Required for the Environmental Reviews <br />Tasks required for preparation of the environmental review process will be developed. These tasks will <br />be prioritized. A scope of services will also be developed to be used in issuing a request for proposal for <br />the environmental process. <br />Task 302 - Identify and Prepare Permitting Needs and Contacts List <br />Permitting needs will be identified and summarized on a table. The table will include the permit needed, <br />the coordinating agency, estimated timeframe to complete, and action plan for obtaining the permit. <br />Task 303 - Conduct Risk Analysis <br />A project risk analysis will be conducted to identify critical political, physical, agency coordination, <br />environmental, and public information factors. County 1041 regulations will be evaluated for all five <br />counties that the Conduit will pass through. This task contains several environmentally related factors <br />and constraints that the Conduit must clear. <br />Task 304 - Identify and Evaluate Project Constructability Factors <br />Alignments identified in Task Group 200 will be evaluated for constructability issues. This information <br />will be used to develop the updated cost estimates in Task Group 400. <br />Deliverables will include a scope of services list required for the environmental reviews, <br />permitting list, Risk Analysis report, and technical memorandum addressing constructability <br />factors for the alternative alignments. <br />These tasks and deliverables are necessary to assuring that all environmental aspects of the <br />Conduit are understood, and a plan prepared to work through these issues and processes. <br />Task Groun 400 - Perform Financial Planning Evaluations <br />Financial planning evaluations will be conducted to update the estimated project costs and evaluate <br />alternative sizing impacts. <br />Specific tasks include: <br />Task 401- Update Project Cost Estimates <br />The estimated project costs developed in the June, 2006 study "Investigation Leading to the Preliminary <br />Design of the Arkansas Valley Conduit" will be reviewed and updated based on additional information <br />developed in the other Task Groups. <br />Task 402 - Develop Integrated Conduit Model <br />The financial model used in the June, 2006 report utilized water demands, pipeline sizes, capital and <br />operating costs to develop participant allocated costs and rates. Instead of each of these elements being <br />considered independently, a range of estimates for these factors will be linked in the model providing a <br />more complete financial analysis. This will provide the ability to consider different project sizes and <br />demands in a dynamic fashion. <br />Deliverables will include a technical memorandum summarizing the costs update and manual <br />describing the integrated conduit model.
