The Ziegler Water Management System project will not broaden the District's service <br />area. <br />HydrologylVVater Rights <br />The Ziegler Water Management System project will not necessitate the need for any <br />additional water rights or water supplies for the District. As part of the 2008 Ziegler <br />Reservoir purchase the District acquired the 1969 Ziegler Reservoir fill and storage right <br />decree, included in Appendix H. The supply for the reservoir is from East Snowmass <br />Creek by means of the East Snowmass Creek and Brush Creek Ditch and the Ziegler <br />Pipeline Extension. This is an absolute water right to divert 1 CFS of water and store <br />57 AF in the reservoir. The rights have an appropriatian date of 7/11/1962 and an <br />adjudication date of 11/5/1971; the adjudication being part of civil action #5884. <br />The District has additional water rights as part of an extensive inventory of water rights <br />necessary to meet its municipal needs. These rights are not relevant to the Ziegler <br />Water Management System project, but a comprehensive list of these rights can be <br />supplied to the CWCB, if needed. <br />Comparison of Water Demand and Availability <br />A report prepared by W. W. Wheeler, was commissioned by the District to evaluate the <br />need for raw water storage. Based on the finding of the Report, the District purchased <br />Ziegler Reservoir. The Report is attached as Appendix C. <br />Water Quality Issues <br />There will be no adverse water quality issues to address as construction will not impact <br />any streams, wetlands or Ziegler Reservoir nor will there be any new water supplies <br />developed as a part of this project for which water quality concerns would need to be <br />addressed. <br />Field Investigations <br />Four soils investigations ofi the reservoir site have been completed. A project area <br />topographic survey has also been completed and is included as Appendix I. <br />4 <br />
