SECTION III <br />PROJECT BACKGROUND AND NEED <br />Study Area and Description <br />The District is approximately 3,912 acres in size and includes the Town of Snowmass <br />Village. The District provides potable water and sanitation service and water for fire <br />protection within its boundaries and potable water service outside its service area to <br />Brush C~eek Metropoiitan District. <br />The project location, shown on the attached map - Appendix B, is located between the <br />Divide Box and Ziegler Reservoir. <br />Ziegler Reservoir is an off-channel reservoir located in a small, upper drainage basin of <br />Brush Creek. The reservoir is situated in Tract 47 and 51, Section 2, T. 10 S, R. 86 W of <br />the 6`h P.M. Water to fill Ziegler Reservoir is diverted from the East Snowmass C~eek <br />Ditch at the Divide. <br />Previous Studies Completed <br />Because the Ziegler Reservoi~ Water Management System simply connects the existing <br />District's raw water delivery system to Ziegler Reservoir by upgrading the Divide Box, <br />installing a new pipe line to the reservoir and constructing a new reservoir pump station, <br />previous studies have not been completed. A preliminary design report for the <br />tentatively planned 2012 reservoir expansion and a preliminary soils investigation of the <br />reservoir site were prepared to verify the suitability of the reservoir for District use, prior <br />to the 2008 purchase of the reservoir. <br />Project Lands <br />The pump station will be built on property owned by the District (part of the District's <br />reservoir parcel). The pipelines and Divide Flow Control Building will be built on <br />easements, owned by the District. The eased properties are owned by the Ziegler family <br />and the Divide Homeowners Association. A copy of the topographic map showing the <br />Divide area, easement and reservoir is included as Appendix A. The District facilities <br />and specific location a~e shown in Appendix B. <br />Water Demands <br />The purpose of this project is strictly limited in scope to provide system reliability for the <br />Snowmass Water and Sanitation District and, as such, no additional water supplies will <br />be developed in connection with this phase of the project. For the planned second phase <br />of the project, the Ziegler reservoir expansion, the District has filed for a junior fill and <br />storage water right. <br />3 <br />
