Cl'oty f C?o n City
P.D. Box 1460 o 128 Main Streei e Can'on Cify; CO 81275-1=160
(719) 369-9011 o Fa.r: (779) 269-9077
November 10, 2008
Mr. Todd Doherty
Intrastate Water Management and Development Section
COLORADO WATER CONSERVATION BOARD
1530 Logan Street, Suite 600
Denver CO 80203
To Wllom It May Concern:
The City of Canon City wishes to support the application of the Upper Arkansas tiVater
Conservancy (District) District in their efforts to receive a FYater Supply Reserve Accoeilit grant
from the Arkansas Basin Roundtable. The District's project involves an application with the
joint U.S. Geological Service (USGS) to do this hydrolagic tivater balance study. The study
begins in Chaffee County and eventually covers the four (4) Arkansas headwaters counties:
Lake, Chaffee, Fremont, and Custer.
Population growth for the Upper Arkansas headwaters re?ion is anticipated tQ increase by 72%
from 2000 to 2030, according to a Statewide Water Supply Initiative (S4VSI) Arkansas Basin
2006 Fact Sheet. The Coloradp State Demograpller's Office projects that the four counties in the
study area will increase in populakion from 60% (Fretnont) to 160% (Lake). The District ltas
more than 6,700 customers in its more than 2 million acre service area.
The City of Cafion City recognizes that State funds to assist this small District strategically,
located at the neadwaters of the Axkansas River, will benefit the public beyond the District's own
boundaries. The study will generate data that can be used by all basin river users whether
municipal, agricultural or recreationaI. In Chaffee County, municipal users include Buena Vista,
Salida, and Poncha Springs; the District serves more than 5,700 municipal water users.
Recreational river users predominate in Lake Caunty, while Custer County's agricultural sector
represents 10.3% of its economy.
The City of Ganon City is glad to sLipport the application of the Upper Arkansas `Vater
Conservancy District for a YYater Supply Resejve Account grant.
5incerel ,
l.J
• teven G.
