The Distiict's <br />project involves a joint UAWCD-USGS hydrologie water balance study. The phased study <br />begins in Chaffee County and eventually covers four Arkansas headwaters counties: Lake, <br />Chaffee, Fremont, and Custer. <br />Population growth for the Upper Arkansas headwaters region is anticipated to be 72% from 2000 <br />to 2030, according to a Statewide Water Supply Initiative (SWSI) Arkansas Basin 2006 Faet <br />Sheet. The Colorado State Demography Office projects that the four counties in tlie study area <br />will increase in population from 60°/u (Fremont) to 160% (Lake). UAWCD has more than 6,700 <br />customers in its more than 2 million acre service area. <br />Fremont County recognizes that State funds to assist this small District strategically located at <br />the headwaters of the Arkansas River will benefit the public beyond District boundaries. The <br />studv will generate data that can be used byall basin river users whether municipal agricuItural <br />or recreational. In Chaffee County, municipal users include Buena Vista, Salida and Poncha <br />Springs; the District serves more than 5,700 municipal water users.
