November 6, 2008 <br />Mr. Todd Doherty <br />Intrastate Water Management and Development Section <br />COLORADO WATER CONSERVATION BOARD <br />1580 Logan Street, Suite 600 <br />Denver, CO 80203 <br />Re: UPPER ARKANSAS WATER CONSERVANCY DISTRICT <br />WATCR SUPPLY ItESERVE ACCOUNT LETTER OF SUPPORT <br />To Whom It May Concern: <br />The Missouri Park Ditch Company supparts the application of tlie Upper Arkansas Water <br />Conservancy District (the District or UAWCD) for a Water• Sarpply Reserve Account grant from <br />ihe Arkansas IIasin Roundtable. The District's project involves a joint UAWCD-U.S. Geological <br />Service (USGS) hydrologic water balance study. The pliased study begins in Chaffee County and <br />eventually covers four Arkansas headwaters counties: Lake, Chaffee, Fremont, and Custer. <br />Population growth for the Upper Arkansas 180% <br />headwaters region is anticipated to be 72% from 160°!0 <br />2000 to 2030, according to a Statewide Water 140% <br />Supply Initiative (SWSI) Arkansas Basin 2006 <br />T'act Sheet. The Colorado State Demography 120% <br />Office projects that the four counties in the study 100% <br />area will increase in population from 60% 80% <br />(Fremont) to 160% (Lake). UAWCD has more <br />than 6,700 customers in its more than 2 million 60% <br />aere service area. 40°l0 <br />Tlle Missouri Park Ditch Company recognizes 20% <br />that State funds to assist this small District 0% <br />strategically located at the headwaters of the <br />Arkansas River will benefit the public beyond <br />District boundaries. The study will generate data <br />tliat can be used by all basin river users whether municipal, agricultural or recreational. In <br />Chaffee County, municipal users include Buena Vista, Salida and Poncha Springs; the District <br />serves more than 5,700 municipal water users. Recreational river users predominate in Lake <br />County, while Custer County's agricultural sector represents 10.3% of its economy. <br />The Missouri Park Ditch Company is glad to support the application of die Upper Arkansas <br />Water Conservancy District (The District) for a Water Siepply Rescrve Aceount grant. <br />Sincerely, <br />Claude M.
