Water Supply Reserve Account- Grant Application Form
Form Revised May 2007
The Arkansas Headwaters Recreation Area (AHRA) is recognized nationally and internationally as a
premier recreation area - both water-based and land-based. In 1989, the State of Colorado and the
Bureau of Land Management joined together to create the AHRA, a state park responsible for -150 miles
of river in Lake, Chaffee, Fremont, and Pueblo counties. AHRA annual use figures for 2007 indicate more
than 800,000 visits to the headwaters area. The influx of summer recreationists substantially boosts the
local economy and the local population in a three-month period. Since 1991, AHRA has tracked annual use
for water-based and land-based recreation activities. Use is growing.
From 1991 to 2007, AHRA recreational use more than doubled, increasing from almost 400,000 visitors in
1991 to more than 800,000 in 2007.2 Use grew steadily until the 2002 drought. The chart below displays
the activities visitors enjoy in three categories: land-based recreation, fishing, and boating. Land-based
recreation covers sightseeing (including birding), picnicking, hiking, and camping. Fishing can be done from
shore or by boat. Boating involves both commercial and private boats, primarily whitewater rafting and
kayaking.
900.000
800000
700.000
G00.000
500.000
400000
300000
200.000
00 oon
Arkansas Headwaters Recreation Area
Annual Use Figures. 1991•-2007
[ CA.
