Water Supply Reserve Account- Grant Application Form <br />Form Revised May 2007 <br />On January 12 and 13, 2009, UAWCD, USGS, and CSU met in the study area to conduct field <br />reconnaissance to ensure that the proposed hydrologic water balance study was in no way redundant to <br />the $875,000 CSU data gathering project. Together, the parties identified, among other issues: <br />• Optimal locations for flow measurements at 8-12 additional streams and canals, which are included <br />in CSU's $875,000 budget, <br />• Optimal sites for -30 new alluvial wells, which are included in CSU's $875,000 budget, and <br />• Which irrigation canals are best sited for CSUs data collection, yet also appropriate for the <br />hydrological water balance study. <br />TABLE 15. IMPLEMENTATION OF CWCB PROGRAMS <br />Pro ram Re resentative Com lementa A roaches <br /> OThe CSU SOW includes drilling -30 new shallow alluvial wells from north of Buena Vista to the South Arkansas to <br /> investigate stream-aquifer interaction within alluvium along the main stem river, while the USGS study utilizes <br /> existing domestic and municipal wells to get at deeper 300 feet bgs water across the entire 20 mile valley. <br />CSU OThe CSU SOW includes slug tests in all 30 new wells to establish hydraulic conductivity and then monitor <br /> conductivity for two years, while the USGS study emphasizes investigating three key tributaries to the west of the <br /> Arkansas River (e.g., Cottonwood, Chalk and Poncha Creeks) and the only key tributary to the east of the Arkansas <br /> (Trout Creek) to establish the flux in water temperature (aka mountain front water) as a means to identify recharge <br /> re ions usin two shallow 15 feet iezometer nests on each tributa . <br /> OThe stutly will focus the nine-month FS by identifying precise data needs, especially spatial delineation of data <br /> gaps. <br /> @The study will contribute to the central HydroBase database by generating data that can be used in four of the <br /> eight HydroBase components: water budget model, consumptive use model, ground water planning, an surface <br />DSS FS water planning. <br /> @The study will provide data and constraints (established a baseline) for modeling that may be developed related to <br /> climate change, and. <br /> OThe study will provide data that can be used to investigate future "what if' planning scenarios surrounding <br /> ro'ected population increases, antici ated runoff increases, and temperature increases. <br />t. The water activity helps support the State's economic vitality <br />and competitiveness in national and international markets. <br />The study helps support Colorado's vitality and competitiveness <br />in the national and international tourism and recreation market. <br />Parts of the study area overlap with the San Isabel National <br />Forest (1.2M acres) and the Arkansas Headwaters Recreation <br />Area (AHRA). <br />The study area at the headwaters of the Arkansas River is <br />heavily recreated. The area has some of the best fishing and <br />whitewater river rafting in the nation. The Arkansas River is the <br />most commercially rafted whitewater river in the world. At least <br />27% of jobs in the study area are in the tourism and recreation <br />sector.
