Water Supply Reserve Account- Grant Application Form <br />Form Revised May 2007 <br />4. Please provide an overview of the water project or activity to be funded including- type of activity, <br />statement of what the activity is intended to accomplish, the need for the wtivity, the problems and <br />opportunities to be addressed, expectations of the participants, why the activity is important, the <br />seivice area or geographic location, and any relevant issues etc. <br />Overview of activitv: The study goal is to quantify the surface water and ground water components of <br />the water budget, especially ground water recharge, and to characterize the interaction between surface <br />and ground water. Study results can be used to estimate the effects in changes in water use on the <br />availability and sustainability of ground water resources. CWCB funding for this project will leverage <br />-$133,000 in federal USGS funds for the current study (Phase I) and secure federal USGS funds for each <br />of Phase II and Phase III: <br />Phase I: Buena Vista-Salida Basin in Chaffee County (delineated roughly by the Granite <br />gage at the north and the Wellsville gage at the south) <br />Phase II: Leadville Basin in Lake County (to the north of Phase I) <br />Phase III: Wet Mountain Valley Basin in Fremont County (to the south of Phase I) <br />Tvpe of activitv: The water study is a hydrologic water balance investigation involving four tasks. <br />Task 1: Data Compilation (FY2009) <br />Task 2: Data Collection (FY 2009-2011) <br />Task 3: Data Analysis (FY 2010-2011) <br />Task 4: Reporting (FY2011) <br />Amount of funding requested: We are requesting 44% or $180,000 from the Statewide account. The <br />USGS is providing -33% or -$133,000. Local water providers, municipalities, and counties are contributing <br />23% or -$93,000. <br />What the activity will accomplish: The project will quantify surface water and ground water, including <br />recharge rates, and characterize the interaction between them in order to estimate the availability and <br />sustainability of water resources and the effects that changes in water use or climate might have on water <br />supplies. Study results will meet basin needs under §37-73-104(2) for consumptive and non-consumptive <br />use. Study results can be used for both water and land use planning. Study results will contribute to the <br />implementation of the Arkansas basin DSS, which relies upon partnerships such as this for implementation. <br />Need for the activitv: Needs in the Upper Arkansas Basin include: <br />1) Meeting the increased demand for water due to an anticipated population growth of 72% between <br />2000 and 2030, <br />2) Meeting the increased demand for augmentation water due to promulgation of the Arkansas Basin <br />Rules, <br />3) Responding to climate change projections such as increased river runoff and earlier spring pulse, <br />and <br />4) Meeting the need of DSS for water data related to the Arkansas basin. <br />Upper Arkansas Water Conservancy District (UAWCD) Page 26 of 42
