GUIDELINES FOR THE PREPARATION <br />OF THE PROPAGATION SECTION <br />FEBRUARY 5, 19% <br />The objective of the Propagation Section is to identify and document culture and breeding <br />methods that can be used while propagating species in a hatchery environment. The purpose <br />of the guidelines is to provide guidance that can be used during its preparation. The section <br />needs to include information on broodstock development, spawning, genetics, fish <br />production, capture location and handling, fishery management, research suggestions, <br />information and education, and coordination activities with Service technology centers, field <br />stations, tribes, and other states and federal agencies. <br />Controlled propagation programs for imperiled fish species shall meet the following criteria: <br />1) Conducted in a manner consistent with the Endangered Species Act of 1973 (As <br />Amended) (ESA), the National Environmental Policy Act <br />treaties, and compacts applicable to the Service, 2) Used as arestoration r recovery tool <br />only when identified within approved restoration or recovery plan, genetic risk assessments have been conducted, 4) Based on sound enetic nted only <br />and 5) Conducted in a manner that produces fish g Principles, <br />physiology, and health (disease) are suitable for release in the target environmenthavior, <br />A captive breeding and rearing program should be designed <br />as to reduce genetic risks of drift, selection, and inbreeding. The hatchery er <br />stock should be <br />founded with a sufficient number of individuals to accurately reflect the genetic composition <br />of the natural population. Captive populations should be managed to maximize genetic <br />diversity and heterozygosity. <br />PROPAGATION SECTION <br />DATE <br />1. Background: <br />A.
