OUTLINE OF STRATEGY
I. Define scope of study (checklist for each study, project, or problem).
A. Who
Identify key players (both Federal and non-Federal), and clearly
define roles and responsibilities for each.
B. What
Identify species of concern, limiting life history phases, limiting
habitat factors; describe data requirements, products, and decision
variables.
C. When
Develop species periodicity charts (timing of life cycle events) for
each river segment; identify time constraints, milestone dates for
scoping, data collection, analyses, interpretation, validation,
monitoring, draft and final reports, flow recommendations.
D. Where
Delineate and/or identify study area, segments, reaches
(representative, critical, unique), sensitive areas, U.S.G.S. gage
stations, water quality and temperature stations, locations of native
and nonnative species and life stages, diversions, dams, return
flows, land use types, data collection areas, alluvial reaches;
emphasize interrelationships (physical, chemical, and biological)
among river segments within the river system; delineate ranges for
distinct populations and their associated life history phases.
5
