OUTLINE OF STRATEGY <br />I. Define scope of study (checklist for each study, project, or problem). <br />A. Who <br />Identify key players (both Federal and non-Federal), and clearly <br />define roles and responsibilities for each. <br />B. What <br />Identify species of concern, limiting life history phases, limiting <br />habitat factors; describe data requirements, products, and decision <br />variables. <br />C. When <br />Develop species periodicity charts (timing of life cycle events) for <br />each river segment; identify time constraints, milestone dates for <br />scoping, data collection, analyses, interpretation, validation, <br />monitoring, draft and final reports, flow recommendations. <br />D. Where <br />Delineate and/or identify study area, segments, reaches <br />(representative, critical, unique), sensitive areas, U.S.G.S. gage <br />stations, water quality and temperature stations, locations of native <br />and nonnative species and life stages, diversions, dams, return <br />flows, land use types, data collection areas, alluvial reaches; <br />emphasize interrelationships (physical, chemical, and biological) <br />among river segments within the river system; delineate ranges for <br />distinct populations and their associated life history phases. <br />5
