FLAMING GORGE SCOPE OF WORK 1988 <br />Study Title: Hydraulic Study-Peaking Operation of Flaming Gorge <br />Study Objective: Determine the downstream stage/flow effects of <br />Flaming Gorge power releases, including limit of measurable <br />(meaningful) effect. <br />Relationship of Study to Flaming Gorge Operation: Flaming Gorge <br />is operated to produce peaking power, which creates wide <br />fluctuations in flow during the day creating problems for the <br />endangered fish which inhabit the Green River. Researchers <br />believe that fluctuation flows dewater backwaters, and cause some <br />temperature fluctuations, which may be significant to endangered <br />fish. <br />Proposed Methods: Existing field data will be analyzed, flow and <br />stage relationships will be developed for existing and <br />discontinued gages, and new field data will be gathered as <br />appropriate. The Bureau of Reclamation has hydraulic routing <br />models SSARR that will be used to translate flows from Flaming <br />Gorge Reservoir downstream to critical reaches on an hourly basis. <br />The Service will work with the-Bureau in gathering data and <br />calibrating the SSARR model for use in the Flaming Gorge <br />Biological Opinion. <br />FY-88 Work Plan <br />1. Set up and calibrate SSARR with the data derived from the <br />continuous flow recorders. Sites to be added are Mitten Park <br />in Dinosaur National Monument, Ouray National Wildlife Refuge, <br />and on the Green River above Willow Creek. <br />2. Collect additional stage discharge relationships at each of <br />the three continuous stream flow recording stations installed <br />in 1987. Develop rating tables for each of the stage <br />recorders and provide information for input into to the SSARR <br />model. <br />3. Participate with the Bureau in operational test of different <br />Flaming Gorge releases. The Service will provide people in <br />the field to maintain gaging equipment and to measure flow and <br />stage at each of our gaging locations. <br />4. The Service will work with.the Geological Survey to install a <br />data transmission platform on the gage located at Deerlodge <br />Park on the Yampa River. The Service will enter into a <br />memorandum of agreement with the Survey and the Park Service <br />for the maintenance of the telemetry equipment and data will <br />be made available through the weather service facilities. <br />A-4
