<br />ALTERNATIVE <br /> <br />1 <br /> <br />NPS <br /> <br />2 <br /> <br />NPS <br /> <br />3 <br />BLM <br />OPTION A <br />(GGSRMA) <br /> <br />OPTION B <br /> <br />(GGNCA) <br /> <br />. <br /> <br />PRIVATE LANDS <br /> <br />NPS can develop cooperative agreements or acquire fee or <br />less than fee interest as authorized. Long-range goal is to <br />acquire all private lands within park on willing sellerlbuyer <br />basis, Lands would be restored as near as possible to <br />natural condition. Proposed development, if contrary to park <br />values, could result in acquisition by condemnation. <br /> <br />Same as Alternative 1. <br /> <br />Agency has authority to negotiate land exchanges. Actions <br />may be initiated to acquire non-Federal lands necessary to <br />facilitate public access and enhance recreational values. <br />long-range goal in wilderness is to acquire all private lands <br />on willing sellerlbuyer basis. Outside wilderness goal is to <br />acquire for needed developments or to consolidate <br />ownership. <br /> <br />Same as Alternative 3, Option A. <br /> <br />MANAGEMENT DIFFERENCES <br /> <br />WATER RIGHTS <br /> <br />Congress, in any future enabling legislation could specifically <br />include or exclude reserve water rights. If included, any <br />water rights would come from water then unappropriated <br />under State law, would have a priority date as of the date of <br />the.new reservation, and would be for the minimum amount <br />necessary to prevent defeat of the reservation's primary <br />purpose. <br /> <br />Same as Alternative 1. <br /> <br />This is existing management, which is not a withdrawal of <br />publiC lands; therefore, there are no Federal reserved water <br />rights. <br /> <br />Same as Alternative 1. <br /> <br />UTI LlTI ES <br /> <br />Rights~f-way with existing facilities would be honored, <br />however, work with utility company to relocate transmission <br />lines within right~f-way SO as to minimize visual intrusion. <br />No major new utility development within natural zone. <br /> <br />Same as Alternative 1. <br /> <br />A total of 2,462 acres in the Smiths Mountain and Gunnison <br />Forks area open but not preferred for development of major <br />utility facilities. Remainder of management closed to new <br />major utility development. The WSA is closed to the <br />development of utility facilities. <br /> <br />Same as Alternative 3, Option A. <br /> <br />MINERALS <br />LEASABLE/SALABLE/LOCATABLE <br /> <br />Oosed to all minerai entry. The NPS would seek to eliminate <br />valid mining claims and non-Federal mineral interests in <br />wilderness through acquisition. <br /> <br />Same as Alternative 1. <br /> <br />Presently 22,078 acres (WSA) temporarily closed by <br />congressional action to oil and gas leasing, pending action by <br />Congress on the wilderness recommendation. The remainder <br />of the area is open with seasonal stipulations (40,792 acres). <br />Also temporarily withdrawn from locatable mineral entry are <br />25,070 acres. The remainder of the area Is open to entry. <br />Approximately 5,443 acres are within the WSA and are not <br />withdrawn from mineral entry. MY mining claims located in <br />the WSA would be subject to validity determinations upon <br />wilderness designation. <br /> <br />Same as Alternative 3, Option A. <br />
