Because Federal agencies are already into Fiscal Year 1978 <br />starting the proposed budget with 1977 outdates it, Either the <br />I-5 period covered could run from 1978-1982 or 1st year, 2nd year, etc. <br />could be used. In any case, there should be an explanatory <br />paragraph at the beginning of the budget .section acknowledging <br />that, because of funding limitations and budget cycles which <br />require. planning 1-3 years in advance, all tasks assigned to <br />a particular year may not be done that year. The proposed budget <br />is a guide to help agencies in their planning. <br />We recommend the technique and format used by the American peregrine falcon <br />plan for addressing comments of the cooperating State and Federal agencies. <br />These comments should be included as an appendix to the plan. <br />We appreciate very much the time and effort you .and. the Team have spent <br />preparing the recovery plan.
