We suggest adding a title page similar to the one in the American <br />peregrine falcon plan. It should include the names of the Team <br />members and have a place for the Director's signature. <br />2. Task 113 (page 16) should be included in the proposed budget. <br />Task 113 should also be rewritten to make it clear Section 7 <br />applies only to Federal agencies and actions authorized, funded <br />or carried out by them. Individuals or companies do not have <br />any legal responsibilities under Section 7. The last paragraph <br />of Task 113 appears to refer to Section 9. If so, this should <br />be stated. <br />3. There has been and still is much confusion over critical habitat, <br />what it means and how it is determined. To avoid any implication <br />that critical habitat is determined by the Director's approval <br />of a recovery plan, we are asking the recovery teams to restrict <br />discussion of determining critical habitat to a statement that <br />determination by the Secretary of the Interior is necessary to <br />the recovery effort. If habitat that may be determined to <br />be critical habitat is discussed in the plan, it is called <br />essential habitat.
