Our comments on the draft plan are as follows: I-1 I-2 I- 3 1. We suggest adding a title page similar to the one in the American peregrine falcon plan. It should include the names of the Team members and have a place for the Director's signature. 2. Task 113 (page 16) should be included in the proposed budget. Task 113 should also be rewritten to make it clear Section 7 applies only to Federal agencies and actions authorized, funded or carried out by them. Individuals or companies do not have any legal responsibilities under Section 7. The last paragraph of Task 113 appears to refer to Section 9. If so, this should be stated. 3. There has been and still is much confusion over critical habitat, what it means and how it is determined. To avoid any implication that critical habitat is determined by the Director's approval of a recovery plan, we are asking the recovery teams to restrict discussion of determining critical habitat to a statement that determination by the Secretary of the Interior is necessary to the recovery effort. If habitat that may be determined to be critical habitat is discussed in the plan, it is called essential habitat. Appendix I--Critical Habitat should be deleted from the revised plan.
