Capital construction .may be necessary to <br />develop hatchery stocks of endangered species, and the <br />hatchery and stocking programs will need funds for operation <br />and maintenance. Continued monitoring is a fundamental part <br />of tY~e recovery plan, as well as continued research to <br />define interrelationships among the factors affecting the <br />conservation of the species. These programs will need <br />funding. <br />6.1 POTENTIAL FUNDING SOURCES <br />A variety of potential sources could be considered for <br />funding implementation of the recovery plan. These sources <br />include: <br />t , ~~ <br />. New Congressional appropriations to the <br />Department of the Interior. <br />Voluntary contributions from environmental <br />organizations, the general public, developers, <br />and others. <br />A depletion charge applied through Section 7 <br />consultations. <br />A surcharge on the sale of water from Federal <br />projects such as Ruedi, Green Mountain, Blue Mesa, <br />and others. <br />Allocation of a portion of the revenues from the <br />Colorado River Storage Projects to the endangered <br />species program. <br />23 <br />
