develop hatchery stocks of endangered species, and the
hatchery and stocking programs will need funds for operation
and maintenance. Continued monitoring is a fundamental part
of tY~e recovery plan, as well as continued research to
define interrelationships among the factors affecting the
conservation of the species. These programs will need
funding.
6.1 POTENTIAL FUNDING SOURCES
A variety of potential sources could be considered for
funding implementation of the recovery plan. These sources
include:

. New Congressional appropriations to the
Department of the Interior.
Voluntary contributions from environmental
organizations, the general public, developers,
and others.
A depletion charge applied through Section 7
consultations.
A surcharge on the sale of water from Federal
projects such as Ruedi, Green Mountain, Blue Mesa,
and others.
Allocation of a portion of the revenues from the
Colorado River Storage Projects to the endangered
species program.
