of endangered fishes in existing facilities.
The Secretary should consider any other reasonable and
prudent alternatives which are directly related to project
impacts and reflect the actual impact of the project.
6.0 FINANCING RECOVERY EFFORTS
Section 4 of The Endangered Species Act clearly places the
responsibility on the Secretary of the. Interior to develop
