<br />19 <br /> <br />analysis may be especially instructive for those study scenarios which <br /> <br />exhibit substantial draw downs of Blue Mesa in very dry years. In actual <br /> <br />operation in such dry years, Blue Mesa releases to make the targets <br /> <br />imposed by this study for January through April might be curtailed and the <br /> <br />actual draw down would be less severe than that predicted by this study. <br /> <br />The targets provided by the USBR also assume that some water is held <br /> <br />on account at Blue Mesa for the Uncompahgre Valley Water User Association <br /> <br />(UVWUA) under the Taylor Park exchange agreemerlt. Releases from Taylor <br /> <br />Park under the exchange agreement generally tend to increase storage <br /> <br />contents at Blue Mesa and to reduce the storage space at Blue Mesa <br /> <br />available to the USBR. The USBR targets for Blue Mesa presumably are set <br /> <br />with this additional storage in mind. The exchange also makes storage <br /> <br /> <br />capacity at Taylor Park available to the USBR, and permits higher storage <br /> <br /> <br />targets and correspondingly less storage space at Blue Mesa. The flows <br /> <br /> <br />below Crystal are genet'ally unaffected by the operation of the exchange <br /> <br />since the same amount of storage releases will be delivered to meet <br /> <br />irrigation demands at the Tunnel regardless of whether the releases are <br /> <br />charged against the Blue Mesa exchange account or directly against Taylor <br /> <br />Park storage. However, to the extent that the Taylor Park releases under <br /> <br />the exchange increase storage at Blue Mesa, such exchange releases may <br /> <br />result in some additional Blue Mesa releases to make targets. <br /> <br />Records of the exchange exist for the periods November 1974 through <br /> <br /> <br />June 1979 and August 1980 through May 1981.
