demand to the 1913 irrigation decree at the Gunnison Tunnel. The release

of water from Taylor Park ir. exchar.ge for storage cr'edit at BIlle Mesa is

illustrated in an ex post analysis of one study scenario and is discussed

below.

G. Blue Mesa Storage Targets

Water stored in Blue Mesa was generally released under the following

rules: If stot'age in Blue Mesa is above the tat'get level at the start of

a giver. month, releases were made to bring er!d-of-mor.th storage includirlg

all inflows to the target for that month. If storage was below the target

at the start of a month, releases were curtailed (in accordance with the

Blue Mesa storage decree) so as to bring storage to the target by the end

of the month if possible. No attempt was made to increase hydropower

production at Crystal by curtailing releases at Blue Mesa when the Crystal

hydropower outlet was at capacity, and releases to make the Blue Mesa

targets were made even if they would result in water being passed through

the river outlet or over the spillway at Crystal. Blue Mesa t~rgets for

the end of each month are shown in the following Table 3.

TABLE 3: USBR Blue Mesa storage Targets (1000 acre feet)

Oct
700

Nov Dec Jan

Feb Mar
430 370

ADr

400

Mav
570

Jun Jul
760 830

AUQ SeD
800 750

650 590 500

WBLA, Inc. 1909 Broadway, #3, Boulder, Colorado 80302

17
