This represents a decreed <br /> <br />amount of 940,755 acre feet, less 111,255 acre feet of dead storage, plus <br /> <br />a refill decree for 122,702 acre feet. There are four Blue Mesa storage <br /> <br />decrees of interest: the 1960 Water District 62 decree for 939,204 acre <br /> <br />feet with a 1957 appropriation date; the 19&1 Water District 59 decree for <br /> <br />the same arnourlt with a 1959 appropriation date; a 1965 Water District 59 <br /> <br />decree which enlarged the Blue Mesa decreed amount by 1,551 acre feet with <br /> <br />the previously decreed priority date; and a 1968 Water District 62 decree <br /> <br />which changed 122,702 act'e feet previously decreed to the Crystal <br /> <br />Reservoir in 1961 with a 1957 appropriation date to refill at Blue Mesa. <br /> <br />Both the 1st fill and the refill decree for Blue Mesa were modelled with a <br /> <br />1960 priority date corresponding to the Water District 62 decree and a <br />basin rank of 2993. <br /> <br />All reservoirs were assumed to be full at the start of the period of <br /> <br />record in 1952, which was a wet year. (See Figure 2.) All storage <br /> <br />decrees were also allowed to operate without deduction for start-of-year <br /> <br /> <br />storage. After modelling any study scenario, it is possible to analyse <br /> <br /> <br />storage operations to determine if, after correcting for starting <br /> <br /> <br />contents, storage occurred in excess of decreed amounts.
