Clifton Water District <br />The Clifton Water District co-owns with the City of Grand Junction the Grand Junction <br />Colorado River Pipeline. The water right was decreed conditionally on July 25, 1959 in <br />Water Court case CA 8303 for 120.0 cfs for inunicipal industrial and doinestic uses. The <br />City of Grand Junction owns 80.0 cfs, the Clifton Water District owns 20.0 cfs, and the <br />remaining 20.0 cfs was conveyed to another entity in 1976. To date the Clifton Water <br />District has beneficially used 11.61 cfs, the City of Grand Junction has beneficially used <br />6.96 cfs and the remaining 81.43 cfs remains conditionaL The Clifton Water District also <br />owns 1,626 shares in the Grand Valley Irrigation Coinpany ditch, an ainount equal to <br />21.6 cfs. The District has a water treatinent plant that can treat up to 12 MGD. <br />a. Through full iinpleinentation of this WCP, the entities hope to achieve a 20% <br />savings of its water supplies. However, these savings inay not be realized for <br />soine tiine to coine because behaviors, attitudes, and habits can be difficult to <br />change to achieve sustained savings over a long period of tiine. <br />b. According to the State Deinographer, estiinated population growth for Mesa <br />County for the years of 2005-2010 will equal or exceed 2.9% per year. Because <br />of the growth of the oil and gas industry and an increase of retirees inoving to <br />Mesa County, population growth in Mesa County will probably exceed 3.5% per <br />year. <br />5. Consultant will reference the Entities previous Water Conservation Plans to create a new <br />Regional Water Conservation Plan. The WCP will describe current conservation <br />ineasures iinpleinented by the Entities under their previous Water Conservation Plans and <br />atteinpt to quantify how those have iinpacted water usage. The updated Water <br />Conservation Plan will also describe new conservation ineasures and goals that the <br />Entities intend to achieve. <br />6. The Entities requests approval of grant inoney totaling $50,000.00. Please refer to the <br />"Project Schedule and Milestones" for plan expenditure and timeline. A 50% completion <br />will be achieved by six months from grant approval and 95% completion at 12 months <br />froin grant approval (including a 60 day public review period). <br />7. The Entities currently have liinited staff and resources to coinplete WCP but see an <br />opportunity to implement water conservation measures as a result that will greatly impact <br />its finite water supply. The Entities are determined to change water use patterns and <br />habits in the Grand Valley by encouraging it's customers to become more water <br />conservation ininded so that water savings can be obtained for the future. The Entities <br />intend to use the grant inonies as well as in-kind services to coinplete the WCP. The <br />Entities will provide the consultant all information, including billing and financial <br />inforination, as well as Steering Coininittee and staff tiine (in-kind services) to <br />successfully complete the WCP. <br />4 <br />
