8. The Entities acknowledges the unmatched importance and scarcity of water in Western <br />Colorada In arid regions of the United States, conservation is iinperative. The Entities <br />are coininitted to iinpleinenting effective long-terin water conservation ineasures to <br />insure water rights and accessibility for current and future generations. <br />We understand and coininit that upon approval of a grant of $50,000.00 froin the <br />Colorado Water Conservation Board, the District will complete a WCP to comply with <br />all of the conservation measures identified in the Colorado Water Conservation Board <br />model plan as required. <br />Rick Brinkman, Water Manager, City of Grand Junction <br />Grand Vallev Re~ional Water Conservation Plan <br />Planning Steps <br />Purpose <br />Water conservation plans are required under the Water Conservation Act of 2004 for covered <br />entities that seek financial assistance from the CWCB or the Colorado Water Resources and <br />Power Developinent Authority. The obj ective of this task is to develop a Plan that ineets the <br />CWCB requireinents, inakes beneficial and responsible use of the Entities water supplies, and <br />ultimately enables the Entities to apply for state financial assistance for subsequent projects. <br />Approach <br />The Water Conservation Plan will be developed following the CWCB Water Conservation Plan <br />Development Guidance Document. This document outlines the requirements needed for CWCB <br />approvaL The consultant will submit a draft plan to the Steering Committee for comments prior <br />to a publio-review period. Following the publio-review process, the consultant will incorporate <br />public coininents and subinit the Plan to CWCB for final approval. <br />The development of the plan is divided into subtasks similar to what is indicated in the CWCB <br />Model Plan Teinplate. These subtasks list the iteins that need to be included in the WCP for <br />CW CB approval. <br />Step 1- Profile the Existing Water System <br />Purpose <br />The activities described under this task will provide inforination on the District's existing water <br />supply system. <br />5 <br />
