Clifton Water District <br />YEAR ANNUAL WATER <br />USE <br />Million Gallons ESTIMATED <br />POPULATION <br />2.7 ersons er active ta PER CAPITA <br />USE <br />d <br />2003 1,129.7 25,162 98 <br />2004 1,100.3 25,917 94 <br />2005 1,083.2 26,465 87 <br />2006 1,106.5 27,502 90 <br />2007 1,166.6 28,185 93 <br />Per capita water use by the Clifton Water District was calculated by reducing the annual <br />water use to daily water use and dividing that value by the EQU (equivalent residential <br />unit) and by 2.7 (the estiinated person per household). <br />The City of Grand Junction, Clifton Water District, and Ute Water Conservancy District <br />each qualify as a covered entity, as described in Guidelines fo~ Financial Assistance to <br />Cove~ed Entities to I~evelop T~ate~ Conse~vation Plans definitions. <br />4. Background characterizing the water system, potential growth, and any other pertinent <br />issues that relate to the stated evaluation criteria: <br />Citv of Grand Junction <br />In 1911, the City of Grand Junction was awarded a water right for 7.81 cfs from Kannah <br />Creek In 1955, the City acquired Hallenbeck #1 Reservoir (Purdy Mesa Reservoir), <br />Juniata and Reeder Reservoirs on Grand Mesa with direct flow rights to fill the <br />reservoirs. In 1957, the City was awarded water rights froin the Gunnison River in the <br />amount of 120 cfs. The City also was awarded additional water rights in Raber Click and <br />Juniata Reservoirs. In 1972, the City was awarded a water right for 120 cfs from the <br />Colorado River and later purchased the Somerville Ranch and associated water rights to <br />insure that the City would have adequate water in terins of quantity and quality in tiines <br />of drought. The City has a water treatinent plant that can treat up to 16 MGD. <br />Ute Water Conservancv District <br />The Ute Water Conservancy District was forined in 1956 to provide water to the rural <br />and urbanizing areas of the Grand Valley. The District was awarded a water right for 20 <br />cfs from the tailrace of the Lower Molina Power Plant and also a water right for 30 cfs <br />froin Plateau Creek The District also constructed Jerry Creek Reservoir #1 and has <br />purchased inany properties with water rights as well as inany reservoirs on Grand Mesa. <br />The District constructed a 22 MGD water treatinent plant with 28.5 MG of finished <br />storage. <br />
