A/ternative No. 4- Rep/ace the Upstream Out/et Gates and Repafr the
Out/et Conduits
This alternative consists of replacing the upstream outlet gates and repairing the steel lined section of
the outlet conduits. In this alternative the reservoir would be drained down to facilitate construction at
the gates and replacement of the 44 inch steel lined section of outlet conduit. The existing gates and
operators would be removed. Two new slide gates would be installed. The installation requires a
connection to the outlet conduits, so the upstream most segments of the existing conduits would be
removed and replaced as part of the installation. This work would include replacing the segment of
conduit where the leak currently exists through the existing fitting. New hydraulic operators would be
installed along the upstream face of the dam. Operators would be encased in concrete to minimize the
potential for ice damage. A new gate shack will be installed at the crest of the dam to house operations.
Power and a SCADA system will be run to the gate shack and the system will be configured to facilitate
both local operations at Milton Reservoir and remote operations from FRICO's office in Brighton.
While the reservoir is drained, FRICO will also be ab~e to remove the existing 44 inch steel lined sections
of the outlet works and replace them with new steel lining. This will be possible as a drained reservoir
offers less hydrostatic pressure on the outlet works, provides a condition where work within the outlet
can be completed in the dry, and removal of the existing outlet gates will provide a source of fresh air for
working within the conduit.
This alternative would meet all of FRICO's objectives by replacing the updated headworks and allowing
upstream operations of the reservoir. It would also repairs the aged steel lined conduit section and
provide FRICO with the ability to operate flows through the system is a safe environment.
Our opinion for the probable cost for Alternative No. 4 project is $630,192.80 as shown below on Table
3.
14
