Working conditions with the full reservoir, leakage past the gate and potential poor air quality resulting <br />from not having the upstream end of the conduits open make construction more costly as compare to <br />Alternative 2. <br />This alternative would meet some of FRICO's objective by repairing the aging steel lined sections of the <br />outlet conduit. It would not include any modifications to the upstream outlet gates, so FRICO would still <br />not have reliable upstream operators. <br />Given this alternative FRICO would continue to control flows using the downstream guard gates. As the <br />upstream gates have reached their useful life it is expected that in the near future the gates will fail. <br />Failure of the upstream gates would mean that FRICO would have to depend solely on the downstream <br />guard gates for safety and operations.
