10,000 towards it. And the Board of Conirty Commissioners now
stands read.y to find the resources to complete it, either this fall or
through the next budget process, whichever is deemed feasi`ble.
We do have'complete public access aiong the reach. *When you.
drive into the parking lot, you are standing on Caunty property.
Across the river where the mound of cltrt was piled, that is also a
County property, -so we own both sides.
One ofthe issues that came up in the staffreport was icing even#s.
We ha.ve recognized aU along that icing occurs in that stretch of the
river. We, in talkirig to a variety of angmeers, we don't feet that the
whitewater pazk will make it any better or any worse. 4ne of the
things that long-time Gitizens have indicated is that when there's a
significant icing event in the `80s, it had mora to do wrth the l,evel of
Blue Mesa than it had to do with what was in the river. And at that
time, wbat happensd is the ice started in the Bluue Mesa Reservoir
and then just backed upriver. As a result of that, the Burea.u of
Reclamation made some ]and acquisitions befiDre you get 'vrto the
canyan to help mrtigate that in the future.
Thsy have an inter-government agreement with the District on the
whitewater park wluch defines responsi'blities'and roles. The
County's responslility is to constru+ct, own and maintaia and kee'p '
ttie whitewater coinse in gaod repair. And the Upper Crunnison's
irole is to attempt to obtain a water right for in stream recreational
Purposed- .
. . ?.. _ _ _ _
We are in total agreement witk the monftof Maythrough . _ "
September. That's ldnd of prime recreatianal water aGtivity in
Gunnison. And we do expect, as we have fdund with the Shades for
.. Blades example that if we bwld a first-rate faclUy that there wM be
competitions iu that river. ' .
There was some indication ift the staffreport by the .CW'CL)
regarding night-tinre activities on the course. We're also in
agree:ment m tezms fihgtt we have no intent of lighting the course, By
policy, we turn the runway lights off at 10:3 0-ia the evening. The
airport, the airport is in close proximity to this and that came as a
result of concems by the neighborhoods adjacent to the airport about
the nmvvay lights. And since we tu.tn those of? I don't feel the board
would be very enthused about having a lighted whitewater course,
which would conflict with what we've done with the citizens in the
?rea. , .
Colorado Water Conservation Board
September 10, 2002 Hearing Transcript
Page 19
