somewhat disrepair, to turn it into a first-rate community asset that
we can be proud o£ "
In terms of learning more about what a whitewa.ter park is, what we
found ou# is you need to have a facility that can provide a great
variety of experiences and address the various ski.t leveLs so that you
can attract a wide range of people that would be interested in doing
this; anywhere from students in recreation programs to Iocal faniilies
to tourists to expert kayakers. So in having the discussions between
the cominunity and the Board of County Commissioners, it was
decided that what they wanted to see in the design was a facility that
could be used by all elements oF segments m the .community,
irrespective oftheir experience ievel, and also it would be a cowrse
that woutd be used lry expert kayakers for competition.
We alsa 1earned that there was a sidc-benefit of these km.ds of
facilities. And that is an enbanced f sh habitat And tbis area is not
otly ourrently used as a put-in and take-but but it's also used by the
community as a fishing spot. What Cary had talked about when we worked. 'on this was that the
course should be about a quarter of a mile iongi it should ha.ve
sevexal features m the channel and should have drops and pools.
And he also stated that the flow shQuld be somewhere between 250
and 2,004 cfs, smce these flows are commonly foutrd in the prbposed
reach of the river.
As you sa.w this morning, 'we curre* have on,e structure installed: ..
We are stackp. . ?mg rocks iath8 Taylor Cariytin from a[1mm.tellk?ble] highway project to go along with the rocks that we
aiready have on boazd. We hope to get back to the river thi5 fa1t.
we did nm'into a mimor problem, that ttere is a piece of private
ProPertY below the frst structure that i?s in the bed of #he river, which
is owned by a family trust out of Qklahomg. Wlien we d.iscovered
that, we had fihe ProPertY aPPraised and are in negotia#ions wi#h that family trvst to get that.purcbased.
We do have atI ofthe necessary permits. We have a 404 permit ut
place. The estimated time for completion would be ihis fa1L If we
can get the private praperty issue resolved, that is very doable.. If
not, we might have to wai# to complete it this spring, depending on
how soon we can acc}uire permission to get back into the river.
Cuirentiy, as I said before, we bave $40,000 appropriated. We have
spend approxihaxely baIf of tbat in the mobilization and the first
struchire. 'I'he City af"Crunnis.an has sauid they wontd also confinbute
Colorado Water Conservatian Board
September 10, 2002 Hearing Transcript
Page 18
