19 <br />1 Q And did you utilize your skills as an attorney to <br />2 draft these rules or regulations? <br />3 A Yes, I did. <br />4 Q And did you participate in the drafting and adoption <br />5 of the CWCB's policy regarding RICD cases under date of <br />6 November 19, 2001? <br />7 A Yes, I did. I was the primary author/drafter of that <br />8 policy and introduced to the board and assisted the board in <br />9 adopting that policy. <br />10 Q And did you also feel that your background as an <br />11 attorney assisted you in drafting this policy? <br />12 A Yes, I believe it did. <br />13 Q What is your experience with respect to the use of <br />14 whitewater parks for recreational opportunities? <br />15 A As I've indicated, I've testified in each of the <br />16 cases that has gone forward prior to Senate Bill 216. I have <br />17 also participated in obviously the Gunnison post 216 hearing <br />18 before the board. And I also participated in the post 216 <br />19 hearing related to Pueblo. With regard to the Golden case in <br />20 particular, my experience was in assisting the board in the <br />21 development of its strategy.
