18 <br />1 meetings. And I guess I'm wondering where we're going with <br />2 all of this. <br />3 MS. COULTER: We'll be introducing the legislative <br />4 history. I wanted to establish a foundation what and how <br />5 Mr. Kowalski had participated with respect to the Senate <br />6 Bill 216 proceedings. <br />7 THE COURT: He can certainly do that, but I think to <br />8 discuss what the concerns were, what the issues were, I think <br />9 is a little past that. <br />10 MS. COULTER: All right. <br />11 Q (By Ms. Coulter) Subsequent to the passing of Senate <br />12 Bill 216, did you participate in the drafting of the CWCB <br />13 rules and regulations adopted in response to Senate Bill 216? <br />14 A Yes, I did. The CWCB, because of the importance of <br />15 this matter, requested that I hold a number of informal public <br />16 meetings across the state regarding the RICD rules as <br />17 proposed. And I believe we held approximately five public <br />18 hearings across the state regarding different drafts of the <br />19 RICD rules. And I also assisted them in redrafting and <br />20 redrafting and redrafting the rules to reflect the board's <br />21 comments as well as the public's comments as well as various <br />22 interested parties' comments. <br />23 Q Would you say you were the primary drafter of these <br />24 rules? <br />25 A I would say yes, and editor, if you will.
