• <br />b. The Timing and Duration of the RICD <br />The Course will assist in improving or maintaining the fish habitat in this <br />reach because: <br />• None of the fish habitat improvement structures constructed by <br />Silverthorne are located in the Course. <br />• None of the fish habitat improvement structures constructed by <br />Silverthorne upstream or downstream from the Course will be <br />affected by the Course. <br />The Town of Silverthorne has a long history of constructing fish <br />habitat improvement structures in the reach of the Blue River <br />through Silverthorne in an effort to maintain and improve fishing <br />in the reach of the Blue River through Town. The Town will <br />continue its efforts to maintain and improve the fishing in that <br />reach of the Blue River for the Course. <br />The Silverthorne RICD has no consumptive use and has the <br />potential to increase flows through this reach. The timing of the <br />Blue River stream flows will not changes by the RICD. • <br />c. Negatively Impact the Natural Environment for which ISF was <br />decreed <br />The Town of Silverthorne has made several physical upgrades to the Blue <br />River to improve fishing and fish habitat between Dillon Reservoir and the <br />Town of Silverthorne. These improvements locations are shown in Exhibit E <br />and include the following reaches of the Blue River: <br />1. Dillon Reservoir to I-70, funded in part by Nation Forrest <br />Foundation Grant, 2003 <br />2. Pedestrian Bridge to Hwy 9, funded by Fishing is Fun <br />Grant, 2005 <br />3. Silverthorne Town Hall below 6th Street Bridge, funded by <br />Fishing is Fun Grant, 2005 <br />4. Near The Ponds Development, funded by Fishing is Fun <br />Grant, 2005 <br />The Course will be located in a reach of the Blue River that has not received <br />any significant enhancements designed to improve fishing or fish habitat. <br />The Course and the requested flows will generate no consumptive use and <br />will not adversely impact the quality of the Blue River for fishing or fish <br />habitat 0
