2. The Silverthorne RICD appropriation is for an appropriate reach of stream for the • <br />intended purpose. <br />a. Nature of Recreational Activity <br />The Course is proposed for a reach of the Blue River as shown in Exhibits A <br />and B. The reach is downstream of Dillon Reservoir and receives flow <br />contributions directly from Dillon Reservoir releases, Straight Creek and Salt <br />Lick Gulch. The course design consists of three control structures, the first of <br />which is approximately 150 feet downstream of where the Blue River passes <br />under the Wildernest Road Bridge. The second structure is 200 feet further <br />downstream. The third and final structure is located approximate 200 feet <br />downstream of the second structure. The course is 500 feet and 700 feet <br />upstream of where the Blue River passes the pedestrian bridge and Colorado <br />State Highway 9, respectively. <br />b. Length and Efficiency of the Diversion <br />The Course is located in a reach of stream that has the appropriate hydraulic <br />characteristics, stream geometry and surrounding land use for a whitewater <br />kayaking and rafting course. As stated my Mr. Lacy in his testimony, these <br />hydraulic characteristics will provide for an efficient diversion. <br />c. Adequately Measured and Administered RICD • <br />The Course will be an adequately measured and administered RICD <br />because: <br />Three nearby stream gauges will facilitate the necessary <br />measurement and administration required to protect existing water <br />rights. Stream flow data are available from (1) the USGS gaging <br />station No. 09050700 (Blue River below Dillon Reservoir) and (2) <br />USGS gaging station No. 09051050, (Straight Creek below Laskey <br />Gulch near Dillon Colorado), and (3) a rated cross section of the <br />Blue River at the Sixth Street Bridge in Silverthorne. The <br />locations of these gages are shown on Exhibit A. <br />These gages provide a good historical record of the flows in the <br />proposed Course reach of the Blue River. A staff gage was <br />installed by Silverthome on the 6th Street Bridge and a rating <br />curve was developed for a cross-section at that location for a range <br />of flows up to 100 cfs. The approximate location of the staff gage <br />is shown on Exhibit B. The data from the staff gage provide a <br />good indication of the flows in this reach of the Blue River. These <br />data along with the gaging data from USGS will be used to <br />administer the flows for the Course. •
