Consolidated Civil Case <br />Nos. 2782, 55016 and 5017 and <br />Case No. 91CW252, WD 5 <br />Wolford Mounta-in Reservoir pursuant to the direction of the <br />Secretary and wi11 be available for the same purposes as if the <br />water had been released from Green Mountain Reservoir. <br />Pursuant to Paragraph 2 c. of the MOA, the Board will submit <br />the substitution plan to the USBR no later than 10 days after <br />the USBR determines the actual amount of substitution. One of <br />the goals of the proposed plan will be to reduce the amount of <br />releases from :dolford Mountain Reservoir pursuant ta the <br />substitution decreed herein during the July 1 through September <br />30 period ("Major Irrigation Season") without impacCing the <br />Board's Wolford Mountain Reservoir yield. Given this goal, the <br />plan will be developed using the following: <br />(1) Pursuant to the MOA, the first 1,000 acre-feet of <br />potential substitution will be reserved in Dillon Reservoir for <br />release, if necessary, to maintain stream flows immediately <br />below Dillon Reserlroir prior to April 15 of the following year. <br />Such 1,000 acre-feet of water maintained in Dillon Reservoir <br />will act to reduce the total substitution requirement during <br />the July 1 through November 1 period by 1,000 acre-feet. <br />(2) The c:ctal substitution requirement during the Major <br />Irrigation Season will then be reduced by the volume of <br />substitution rAl-eases that the USBR agrees can occur in the <br />period between _Dctober 1 and Cctober 31 and the period between <br />17
