Cansolidated Civil Case <br />Nos. 2782, 5016 and 5017 and <br />Case No. 91CW252, WD 5 <br />19.2 On or before July 1 of Gny year that the Board <br />anticipates the need to substitute with releases from Wolford <br />Mountain Reservoir for water otherwise released from Green <br />Mountain Reservoir, the Co-Applicants and such Opposers will <br />meet with the representatives of the United States Bureau of <br />Reclamation (USBR) to establish the following: <br />(1) The total anticipated volume of water held <br />in Dillon Reservoir for which the Co-Applicants propose to <br />make a substitution with water then in storage in Wolford <br />Mountain Reservoir; <br />(2) The total anticipated substitution that the <br />USBR will allow to occur after November 1; and <br />(3) The total anticipated substitution that the <br />USBR will allow to occur between October 1 and October 31. <br />19.3 Once the USBR has determined the actual, as <br />opposed to the anticipated, amount of substitution water the <br />Board will be required to provide, representatives of such <br />Opposers and the Co-Applicants will meet and jointly develop a <br />proposed substitution plan for submittal to the USBR for its <br />approval. The Co-Applicants and such Opposers recognize that <br />under the MOA, the Ciming and rate of flow of the Wolford <br />Mountain Reservoir substitution releases will be solely in the <br />discretion cf the Secretary.
