0 <br />These results permit the conclusion that based on the historical study period of 1960 <br />through 2004, the requested Silverthorne RICD flow of 100 cfs will occur on average in <br />75 to 84 percent of the days during the boating season without Silverthorne placing a call <br />on upstream water rights junior to 2004. <br />Results in Exhibit R indicate the following average flow frequencies for 600 cfs or <br />greater flow during the Memorial Day, July 4th and Labor Day weekends: <br />• Memorial Day weekend: 28 percent <br />• July 4t" weekend: 28 percent <br />• Labor Day weekend: 7 percent <br />Silverthorne plans to continue to work closely with Denver Water, as was done in <br />September 2004, to increase the frequency of 600 cfs flow during the Labor Day <br />weekend by accumulating required releases in Dillon Reservoir, when possible, and <br />making these releases during the Labor Day weekend. <br />2.3 QUANTIFICATION OF EXCHANGE POTENTIAL <br />? Exhibit S presents the total volume of flow available for exchange in Blue River below <br />Dillon Reservoir (USGS Gage No. 09050700) with the Silverthorne RICD operating and <br />placmg priority calls in accordance with the proposed triggers described above. This <br />Exhibit shows monthly and annual volumes of flow available on a monthly basis for <br />exchange through the Silverthorne RICD reach for the study period of 1960 through 2004 <br />with the Silverthorne RICD operating. Results in Exhibit S indicate an annual average of <br />approximately 110,600 acre-feet is available for exchange under these conditions. <br />Based on results in Exhibit S, Brown and Caldwell has concluded there are sufficient <br />volumes of flow available on the average to allow for additional exchanges with priorities <br />junior to December 31, 2004. <br />2.4 PROMOTE MAXIMUM UTILIZATION <br />The November 8, 2001 Recreational In-Channel Diversion Rules As Adopted by the <br />CWCB requires the CWCB to make findings concerning "whether the adjudication and <br />administration of the RICD would promote maximum utilization of the waters of the <br />State." The Silverthorne RICD will promote maximum utilization of the waters of the <br />State because: <br />• The Silverthone RICD is a non-consumptive right which will not decrease flows <br />available for diversion by all downstream senior and junior water rights. <br />49 <br />/
