0 <br />2.0 COMMON RESPONSES <br />2.1 FLOW TRIGGERS FOR PRIORITY CALLS FROM THE SILVERTHORNE <br />RICD <br />Trigger flows of 90 cfs for Tier 1 flows (100 cfs throughout May 1 through September 30 <br />boating season except for the Memorial Day, July 4th and Labor Day weekends) and <br />540 cfs for Tier 2 flows (600 cfs for the three holiday weekends) are the flow levels <br />which will trigger Silverthorne's ability to place a priority call. These trigger flow levels <br />are 10 percent lower than the requested flows in the RICD. <br />Specifically for the Tier 1 flow of 100cfs (all flows are at the USGS Blue River Gage <br />No. 09050700, located immediately downstream from Dillon reservoir): <br />If there is 90 to 100 cfs of flow, Silverthorne can place a priority call for 100 cfs <br />during daylight hours in the May 1 to September 30 boating season on upstream <br />rights with priorities junior to December 31, 2004. <br />If there is less than 90 cfs of flow, Silverthorne will not place a priority call for its <br />RICD water right. <br />For Tier 2 flows: <br />? • If there is 540 to 600 cfs of flow, Silverthorne can place a priority call during <br />daylight hours of the three holiday weekends for 600 cfs from upstream rights <br />junior to 2004. <br />• If there is less than 540 cfs, Silverthorne cannot place a priority call for 600 cfs, <br />but can place a priority call for 100 cfs according to the trigger flows for the <br />Tier 1 flows detailed above. <br />These trigger flows will help reduce the effect of the RICD on existing and future <br />exchanges and water rights junior to December 31, 2004. <br />2.2 FLOW FREQUENCY ANALYSIS <br />Exhibit Q presents the results of a flow frequency analysis for the 1960 through 2004 <br />study period showing the number of days during the May 1 through September 30 <br />boating season with flows greater than 100 cfs. As shown in Exhibit Q, flows of 100 cfs <br />or more could be expected to occur in the Silverthorne RICD reach with the following <br />monthly average frequencies: <br />• May: 75 percent of the days <br />• June: 81 percent of the days <br />• July: 81 percent of the days <br />? • August: 84 percent of the days <br />• September: 76 percent of the days <br />2
