? Draft December 3, 2007 Agreement <br />Page 3 of 9 <br />? Phase I. The first step in developing the web site and custom applications will involve <br />examining current data and model web sites. With input from the Executive Director and <br />designated users, TAT will prepare a"straw man" web site and evaluate possible data sources. <br />The characteristics of the most important data sources will be used to design the technical <br />specifications of the data storage components of the database. The list of future data sources will <br />allow some flexibility to be built into the system from the beginning. The PRRIP will provide <br />TAT a prioritized list of potential data sources, along with characteristics of the data and how the <br />data will likely be used. PRRIP will also provide TAT with a list of web sites that contain the <br />features and user interface on which the straw man site will be fashioned. <br />TAT will review existing data for all projects to evaluate consistency and become familiar with <br />current data collection protocol and recarding formats. TAT will work with the Executive <br />Director to develop standardized raw data collection and reporting forms, spreadsheet formats, <br />and formats for storing data electronically. Use of standardized forms will be mandatory <br />throughout the life of the individual monitoring or research project. This will ensure that <br />collected data will stay consistent in format and quality across years and principal investigators. <br />It will also ensure that the data can be accurately and efficiently uploaded into the database. <br />Phase I will be completed within three months of initiation and the resulting system will be called <br />the "pilot system". This pilot system will be ready to store project data within three months of <br />initiation and the web page that allows access to the system will also be functional by this date. <br />Phase U. Following Phase I there will be a period of ongoing evaluation of the web site and pilot Qv ? <br />applications. This period will allow users to provide input and suggestions for further G- - <br />development of the system. Until data is actually uploaded to the database and users get a chance - <br />? to access the data through the "pilot system" the full potential systems will not be realized. <br />Principle investigators and Program participants will be able to use the pilot system during this <br />time and provide input and comments to TAT. During Phase II, links between different data <br />sources and levels of information will be made. This will allow the web applications to become <br />operational. Thus, Phase II will likely involve creating the aerial photograph and GIS interface <br />and the data query and filter applications. <br />Shortly after Phase I is completed, PRRIl' will organize a official "user group" meeting of 5-10 <br />representative users for a"user requirements" meeting This facilitated meeting will set the stage <br />for Phase II, capturing the functionality desired by the user community-this is in addition to <br />comments collected though general user feedback of the pilot system. TAT will convert the <br />output of this meeting into system requirements document that can be separated into tasks for <br />PRRIP to prioritize for Phase II. <br />Phase II can be considered the period in which the systems grow in sophistication, not only <br />improving efficiency and ease of use, but linking data and texts and allowing users to connect and <br />query multiple layers of data. Phase II will last for a period of 2 to 3 years. <br />Phase III. PRRIP is an unusual program in that it has been approved for 13 years. TAT and <br />PRRIP recognize the state of IT systems and technology changes rapidly and therefore anticipate <br />an adaptive approach to out-year service and support. As PRRIP's principal IT support team, <br />TAT will continually strive to build and maintain systems using state-of-the-art technology. <br />Phase III will consist of a re-evaluation of technology and re-assessment of PRRIP's needs. <br />PRRIP and TAT anticipate that Phase III will include more sophisticated delivery systems and <br />• include new functionality aimed at assessing overall PRRIP progress such as modeling and <br />advanced decision support tools.
