Draft December 3, 2007 <br />Agreement <br />Page 2 of 9 <br />10 A significant part of the PRRIP is the implementation of the Land, Water, and Adaptive <br />Management Plans that will result in the acquisition of assets and data. As of January 1, 2007 <br />there were 43 biological monitoring and research activities described under the Platte River <br />Program, many of which are multi-staged or faceted and over several years. The collection of <br />such large amounts of data during the PRRIP's first thirteen year increment by potentially <br />numerous contractars, cooperators, agencies, and staff necessitates an Information Technology <br />(IT) support team for the duration of the program. Such team is needed to provide day-to-day IT <br />support for all facets of the program, as well as, to develop and maintain customized Web <br />applications. These applications will store all relevant data, serve as an interface among <br />stakeholders, and provide decision support tools to periodically assess overall program goals. <br />PPRIP's Governance Committee reviewed several alternatives for acquiring long term IT support, <br />finally deciding upon a parinership with the FWS's Technology Applications Team. TAT has an <br />18 year history of successful support to projects similar to PRRIP and it is centrally located in <br />Fort Collins, Colorado. And though TAT is a part of the FWS located within FWS Region 6, it <br />operates as an independent R&D unit administratively attached to the FWS's Washington Office. <br />Given PRRIP's desire to engage TAT for long term IT support, this document describes the <br />working relationship, terms and conditions between the two parties. <br />TERMS AND CONDITONS <br />5. Scope of Services. <br />U.S. FISH AND WILDLIFE SERVICE, TAT <br />• TAT will be responsible for building, managing, and housing web application(s) for the PRRIP. <br />Management of these systems will include the following responsibilities: <br />1. Monitoring the web-site and database to ensure proper functionality. TAT staff will <br />check applications for data querying and retrieval periodically, ensuring that all <br />components are functioning properly. <br />2. Screening and loading data and text files for inclusion in the database. Data submitted <br />to TAT will be reviewed for general quality, ensuring the proper fields have been <br />included, units of ineasure are consistent with past data and missing values are <br />appropriately labeled. <br />3. Updating the web-site periodically to keep PRRIP information current. <br />4. Monitoring use of the web-site and applications, including use of the query and <br />downloading tools (e.g., number of users at various security levels). <br />5. Working with designated user representatives to develop standard data collection and <br />reporting forms for new system enhancements as the need arises. <br />TAT will work directly with PRRIP's Executive Director and designees who represent the full <br />spectrum of stakeholders. The development of the web site and database management system <br />will be implemented through three phases, as described below. <br />TAT will provide online accountability for the Executive Director that will include minimally, <br />task descriptions, 12-month task schedule, monthly progress, and alerts to potential budget or <br />schedule problems. In addition, TAT will prepare an annual report that summarizes all task <br />completions, service provided, usage statistics, and issues and recommendations. <br />El
