.?, <br />LEGISLATIVE REPORT: <br />Vice President Bolinger read a Memo the District received via a fax from State Representative Diane <br />Hoppe to the Boards of the Lower South Platte Water Conservancy District and GASP. The <br />subject of the Memo from Representative Hoppe concerns the meeting of September 7, 1999 which <br />will be held at the Ramada Inn in Sterling to discuss Lower River issues. In the Memo <br />Representative Hoppe says that the "uater users in Water District 64 as well as the water users of <br />the South Platte River Basin have three obligations. <br />1) Compliance with the South Platte River Compact <br />2) Replacement of depletions caused by out-of-priority diversions when those diversions <br />are creating injury to other Colorado water rights <br />3) Necessary participation in programs required by the Endangered Species Act." <br />Representative Hoppe continues by suggesting "discussion should consider the following: <br />1) Construction of groundwater recharge and re-regulation facilities <br />2) The augmentation of flows using traditional sources, such as releases from existing <br />reservoirs, the purchase of existing agricultural water rights and the management of <br />existing resources <br />3) The possible construction of at least one additional reservoir and/or increasing the <br />capacity of existing reservoirs." <br />D:rectors Bolinger, Crandall, Fender, Kiolbasa, Lingreen, Treadway and Tuck will be attending this <br />meeting. <br />WATER CONSERVATION BUSINESS: <br />Gary M-iller, District Techxucian, reported the following for the mois+.uTe uionitoring and water <br />quality programs this summer. • 853 moisture block checks have been made to date, <br />• 124 ditch/river water sample tests have been performed in the lab, <br />• 52 farmer contacts have been made on behalf of the District, <br />• water sampling was provided for seventeen area ditch companies, and <br />• water sampling is being conducted on 12 various sample sites along the South Platte <br />River. <br />3
