Notes from March 21, 2007 Platte River Recovery Implementation Program meeting Nebraska (State/Water User address depletions) State to offset effects of gw wells to target flows (1997 thru 2005) Water user responsible for post-2005 effects For wells>50 gpm, NRD's require offsets within the 28%-40 year line For new surface water diversions/reservoirs, DNR will require offsets State to offset new uses that do not require permits from NRD or DNR WvominLy (Inclusive for existinQ denletions, selective for new depletions Non-hydrologically connected areas are excluded State to account for existing and new uses by sub-basin and "baselines" 2 independent baselines for existing activities #1 irrigation above Guernsey Res (consistent with NP Decree) #2 irrigation below Guernsey, municipal, industrial, other Similar examination for new uses Coordinate with WY State Engineer's Office Colorado (Inclusive for existin,e and new depletions) South Platte basin Population driven Calculate net effect at Julesburg due to a mix of 6 methods of water supply development in 3 geographical areas. Tamarack re-reg project to replace periods of depletion from periods of accretion Membership in SPWRAP required to participate in CO's Depletion Plan North Platte basin Uses baselines per NP Decree Stable or declining use anticipated; develop offsets in future if needed Coordinate with SPWRAP Federal (Selective for new Minor Uses) Polled fed agencies ca 2001/2004 on anticipated federal uses ("National" scope) If applicable, track and account for consumptive use changes for offsets For small federal depletions, work with State Depletion Plans to extent possible Total amount available per Fed Depletion Plan, if needed, = 350 ac-fdstate Not intended for large, new federal depletions, or conservation activities implemented on private lands Scope of June 16, 2006 Programmatic Biological Opinion (PBO) & Tiering Scope included Program activities and tlie continued operation of existing and certain new water related activities (i.e., those addressed within a Depletion Plan). Future Sec. 7 consultations may "tier" from the PBO for existing activities and for new activities covered by a Depletion Plan. Species/habitat include: whooping crane, whooping crane critical habitat, interior least tern, piping plover, pallid sturgeon (the "target species"). 2
