t _ A <br />Notes from March 21, 2007 Platte River Recovery Implementation Program meeting <br />Meeting Purposes <br />Exchange info on consultation procedures; some aspects still in flux <br />Learn more of other agency activities & projects they authorize <br />Investigate ways to batch small actions and/or further streamline consultations <br />Introduction of attendees <br />Platte, River Recovery Implementation Program <br />Purposes: a) Improve habitat & flow conditions for target species <br />b) Provide ESA Compliance for first Program increment <br />-voluntary participation, can elect a stand-alone consultation as before <br />- Program area includes Platte River basin above Loup River confluence in NE <br />- Program began on January l, 2007; 13=year first increment <br />- Provide 130,000 - 150,000 ac-ft of flow improvement relative to FWS's "tazget flows" <br />- Provide 10,000 acres of habitat <br />- Use an Adaptive Management approach to implement & evaluate Program actions <br />- Address new depletions within each State and by Federal Agencies <br />Each State & Federal Government has a Depletion Plan <br />Definitions <br />"Water related activities" are activities and aspects of activities which (1) occur in the <br />Platte River basin upstream of the confluence of the Loup River; and (2) may affect <br />Platte River tlow quantity or timing, including, but not limited to, water diversion, <br />storage and use activities. <br />"Existing water related activities" include surface water or hydrologically connected <br />groundwater activities implemented on or before July 1,1997. <br />"New water related activities" include new surface water or hydrologically connected <br />groundwater activities including both new projects and expansion of existing projects, <br />both those subject to and not subject to section 7(a)(2) of the ESA, which may affect the <br />quantity or timing of water reaching the associated habitats and which are implemented <br />after July 1,1997. <br />A"Federal Depletion" is an existing or new water related activity implemented by <br />federal agencies that primarily provide a"national benefit" to the general public as <br />opposed to benefits accruing primarily to local water users within a state. <br />A Depletion of 0.1 ac-ft or less = No Effect <br />Depletion Plans <br />Intended to mitigate impacts of new uses om occurrence of target flows/Program <br />effectiveness, whether such use is subject to Sec. 7 of ESA or not
