w? <br />-5- <br />Task 3- Final Scoping Activities <br />Purpose <br />Based on the prelnninary findings of Tasks 1 and 2, adjustments to this scope of work and <br />reallocation of project budget resources may be appropriate. Modifications, if needed, will be made <br />collaboratively between Consultant and CWCB under this task. <br />Phase 2: Conduct Statewide and Basin Inventories (Tasks 4-9) <br />Task 4- Statewide Physical Environment <br />Purpose <br />To prepare an overview of the state's physical environment that can be used as background <br />information for the more detailed basin-scale discussions in later Tasks. <br />Task 5- Statewide Institutional Setting <br />Purpose <br />To provide a summary of the key regulatory agencies, laws, water management agencies, funding <br />mechanisms at the federal, state and local levels, and issues that govern or could influence water <br />use and development in Colorado. <br />Task 6- Statewide Demography, Economy, Social Setting and Environmental Issues <br />Purpose <br />To provide an overview of the state economy and demography, along with a summary of the <br />values and concerns of various user groups with respect to water use and development and <br />environxnental issues. <br />Task 7 - Basin Descriptions <br />Purpose <br />To provide detailed descriptions for each basin with the state of the physical, institutional, <br />demographic, economic, and social setti.ng as they relate to water use. The extent of water supply <br />development and a discussion of basin-specific water issues and concerns will also be included. <br />Task 8- Water Supplies Available for Development in Each Basin <br />Purpose <br />To estimate the amount of water that might be physically and legally available for development in <br />each basin, incorporating various levels of drought protection for different types of water use. The <br />frequency and magnitude of droughts also will be examined in light of existing and pending <br />studies. <br />Task 9- Existing and Projected Water Demands <br />Purpose <br />To estimate existing water demands and project future water demands for each of the state's eight <br />basins. Water demands will include agricultural, residential, commercial, industrial, and in-stream <br />uses. <br />Flood Protection • Water Project Planning and Financing .
