R? <br />-6- <br />Phase 3: Alternatives Development and Evaluation (Tasks 10-11) <br />Task 10 - Formulate Basin Alternatives <br />Purpose <br />To catalog for each of the state's 8 basins the various water supply and demand management <br />options for meeting demands. These options will be identified through the Basin Roundtable <br />discussions and from previous engineering studies and reports. A screening process will be used to <br />rank these supply options. <br />Task 11- Evaluate Alternatives at Statewide Level <br />Purpose <br />To evaluate alternatives developed at the basin level in Task 10 at the statewide level, using a more <br />integrated approach. This precise method for accomplishing this is still under consideration but <br />would generally involve developing objectives and performance measures to evaluate the merits of <br />these alternatives. A systems simulation might be useful as a decision support tool to help evaluate <br />these alternatives at the statewide level. The evaluation process might include several major <br />elements as outlined below: <br />1. Develop objectives and associated performance measures, which become the evaluation <br />criteria by which alternatives are compared against. Also identify stakeholder preferences <br />for these objectives. Stakeholder preferences indicate the relative importance for each <br />objective. <br />2. Develop and utilize a systems evaluation tool, which brings together the evaluation criteria <br />and simulates the performance of the alternatives in a comprehensive, integrated manner. <br />3. Create standardized score cards for each alternative that summarize the performance in an <br />easy to understand manner and that stakeholder preferences can be applied to. <br />4. Find common ground between stakeholder preferences in order to identify those projects <br />that have the greatest chance for success and should be prioritized for implementation. <br />Phase 4: Develop Implementation Strategies (Tasks 12-13) <br />Task 12 - Program Implementation Plan <br />Purpose <br />The purpose of this task is to develop a comprehensive implementation strategy of the selected <br />alternatives and specific projects. This effort includes identifying groups of projects that when <br />considered as a package creates greater stakeholder support and funding potential than when <br />considered individually. The Implementation Plan will include institutional, funding, and <br />regulatory compliance strategies for various phases for the 30 year planning period. <br />Task 13 - Ongoing Implementation Process <br />Purpose <br />Due to the scope and scale of the SWSI, implementation will take place over an extended period of <br />time. Some projects may require significant additional planning, design, and permitting effort and <br />others may require authorization or other future legislation.
