PROJECT APPROACH <br />• Development of a comprehensive list of data sources prioritized by level of effort and cost <br />required for acquisition. <br />• Meet with CWCB staff to approve strategy. <br />• Data collection and preparation of high and medium priority data, with low priority data <br />collection as project resources permit. <br />• Standardization ofdata for integration with Flood DSS. <br />Based on the user needs assessment and project constraints, the Riverside Team will establish <br />and develop a list of flood and hazard data for collection. The Riverside Team will develop a <br />standard script that explains. the data application for contacting Colorado counties in order to <br />facilitate the data acquisition process. <br />The Riverside Team will determine data availability and accessibility, utilizing existing <br />knowledge of, and familiarity with, county staff throughout the state. The Riverside Team will <br />identify and ,prioritize a solicitation target list based on State and county GIS resources, data <br />availability, and cost. Using this information, the Riverside Team will develop a prioritized list <br />of data sources by level of effort and meet with CWCB staff to determine the best strategy for <br />data acquisition. In addition, .the Riverside Team will work with the CWCB to define basic <br />~metadata =.requirements, ° such as purpose, contact information, access and use .constraints, and <br />supplemental information. <br />Based on the data strategy, the Riverside Team will conduct phone interviews with the following <br />persons: <br />• State GIS coordinator, to obtain current information on local GIS capabilities, state and local <br />data resources; <br />• County GIS coordinators; <br />Municipal GIS coordinators (as needed); <br />• Local floodplain managers (CFMs). <br />A standard interview form will be used, similar to the one that AMEC uses in its pre-scoping <br />activities for DFIRM mapping. Relevant questions include flood and other hazard data <br />availability and accessibility, data structure, attributes, status, and organization. Face-to-face <br />meetings will occur as time and budget constraints permit. The Riverside Team estimates a <br />maximum of eight face-to-face meetings, limited to communities within one hour driving time of <br />the Denver Metropolitan or Fort Collins areas. In the event that face-to-face meetings are not <br />possible, counties will be supplied with an ftp site or a portable hard drive to transfer data. <br />After data. collection, the Riverside Team will perform a quality control process .to ensure the <br />data meets the requirements for inclusion in the Flood DSS. Data will be evaluated for <br />completeness, temporal relevance, status, and update frequency. The metadata will be reviewed <br />and updated as needed to meet standards defined by the project team and the CWCB. Finally, <br />AMEC will organize the data for integration into the system. <br />Deliverables <br />1. DFIRM data for the State of Colorado. <br />2.
