PROJECT APPROACH ' <br />4.5.3 Digitizing Data , <br />Digitizing and development of spatial data will be minimized to control costs and focus effort on <br />developing the Flood DSS functionality. Critical data layers maybe considered for approximate , <br />digitizing, such as FIRMS in high-risk areas that are not in line for DFIRM. The Riverside Team <br />is experienced in all phases of FEMA's Map Modernization Program and has the training and <br />experience to interpret and digitally convert the effective FIRMS in atime-efficient and cost- , <br />effective manner. <br />A second example of a critical data layer that may not be found in a GIS environment is debris ' <br />flow/debris fan. hazards. The Riverside Team has experience digitally converting this <br />information for Colorado. Hazardous .debris fan maps in Ouray County, mapped by the <br />Colorado Geological Survey during the 1980's, were converted using approximate methods , <br />based on digital terrain models that allowed the lobes of the debris fans to be delineated with <br />`heads up' digitizing methods. National Agriculture Imagery Program (NAIP) imagery may also <br />be used to assist with `heads up' digitizing methods. ' <br />4.5.4 Background Data <br />Riverside will use the NAIP color aerial photographs as base data for the entire state. These data <br />have aone-meter ground sample distance (GSD) with a horizontal accuracy that matches within <br />five meters of a reference orthoimage. The data are available as a USDA web service. <br />Deliverables <br />1. NAIP data for the State of Colorado. <br />4.6 Data Processing <br />4.6.1 Implementation of Link to Real-time CDSS Flow Data <br />Goals <br />Link the Flood DSS to the Satellite Monitoring System to provide real-time data and serve as the <br />basis for real-time decisions. <br />Background <br />DWR staff has developed and maintains the Satellite Monitoring System (SMS) to collect and <br />manage real-time streamflow and other data, which are used by the State for operational <br />decisions and to support the alert system. <br />Approach <br />During the project kickoff meeting, Riverside and the CWCB will identify the needs and <br />requirements related to the SMS, in particular determining the form of the data products, the <br />updating frequency, and the use by other system components. <br />Riverside will meet with State of Colorado staff to understand the current SMS design and <br />features, as well as enhancements that might be implemented during the project. For example, <br />Riverside will seek to understand the link between real-time data and historical time series <br />statistics (e.g., mean, percentiles) if these data are to be utilized in the Flood DSS. Riverside is <br />also interested in using an SOA approach to access- the data, for example- utilizing services <br />provided by DWR staff ifthey-are available. <br />DNR RFP PDA-923 44 R ~ V E R J ~ ~ E <br />
